Quality Agreement Sets New Standards

Developers and the council sign up to quality agreement

A quality agreement, outlining 32 commitments to making a quality place and a vibrant community at Chilmington Green, which was proposed by the Chilmington Green consortium has been endorsed by Ashford Borough Council’s Cabinet.

The agreement, which is believed to be a first in the UK, is a statement of intent and sets out how the developer team will work with the Council and local community to design and deliver a great place at Chilmington Green .

Delivering Chilmington Green over the next 20 or so years will require a strong and lasting partnership between the Council and the developers on site and this agreement is an important step towards building the trust and confidence that will be needed.

The document is divided into four key themes, with a set of specific commitments for each theme:

  • Making a successful community…..
  • Great homes that meet changing needs……
  • Designing a great place…..
  • Delivering a great place……

The Quality Agreement is an important addition to the range of steps being taken to secure quality – including the full Chilmington Design Code; ‘learning reviews’ of lessons from previous housing schemes built in the town; reviews by the Regional Design Panel in Ashford; and the formal legal controls and obligations that will arise as and when a planning permission is granted and legal obligation concluded.

Cllr David Robey, portfolio holder for planning and development, said: “The Council’s determination to deliver a special place and community at Chilmington Green is greater than ever.

“This Quality Agreement is an important part of a package of measures that will be needed to make sure that is what is delivered. It provides a set of clear guidelines against which all aspects of the development can be judged, and it will help ensure that the legacy of this Council in Chilmington Green is one of enduringly high quality.

“This is a very ambitious aim, and this Quality Agreement, which is a first in the UK, will encourage all parties to raise their sights and embrace this opportunity.”

Ian Bull, spokesperson for the Chilmington Green Developers Consortium, said:

“The signing of the Quality Agreement clearly signals our determination to work with the Council and the local community to make  Chilmington Green a development that we can all be proud of, which  sets the benchmark for quality.

“The Quality Agreement is the first of its kind and is a strong commitment on the developers’ side that Chilmington Green will be an  exceptional development.”
